1  Purpose of the report

1.1  To ask Chief Executives to identify business for LGNYY's meeting on 2 July 2021 and to note the deadline for providing finalised reports for agenda distribution.

 

2   Background

2.1   An informal, private meeting of Local Government North Yorkshire and York (LGNYY) is scheduled to be held on Friday 2 July 2021 at 3pm. This will be a remote meeting using Zoom, hosted by the City of York Council. Arrangements are being made for the meeting to be live-streamed on the websites of both the City of York Council and North Yorkshire County Council.


3   Issues for Consideration

3.1   Chief Executives are asked to identify business for LGNYY’s meeting on 2 July. Business currently identified is listed below:-


(a) Appointment of LGNYY’s Chair and two Vice-Chairs for 2021/22. Cllr Keith Aspden will start the meeting as Chair and seek nominations for the Chair for 2021/22. In accordance with LGNYY’s constitution, with regard to 2021/22, LGNYY’s Chair is due to rotate to the Leader of one of the District Councils. The two Vice-Chairs are due to be Councillors Carl Les and Keith Apsden.


(b) Nominations to Outside Bodies for 2021/22 – Please see the draft report at Appendix 1.


(c) LEP Update from James Farrar.


4   Report Deadline

4.1   Finalised reports, for consideration by LGNYY on 2 July, should be emailed to ruth.gladstone@northyorks.gov.uk by 5pm on Tuesday 22 June 2021.


5   Recommendations


5.1  That Chief Executives identify business for LGNYY’s meeting.

Nominations to Outside Bodies
Report of the Honorary Secretary


1.0  Purpose of the Report
1.1  To invite nominations to four outside bodies, to serve for the forthcoming year.

1.2  To invite a view on whether the term of nomination of York and North Yorkshire’s Vice-Chair of the Climate Commission should be annual or for a three year term.

2.0 Nominations Sought
2.1 Nominations are sought for appointment to the following four outside bodies, to serve for 2021/22. Members who have been served in these positions during 2020/21 are identified in the following.

(a) York, North Yorkshire and East Riding European Structural and Investment Funds Sub-Committee:-

2020/21 Representatives:-
1. From the City of York Council – Former Councillor Darryl Smalley
2. From North Yorkshire County Council - Councillor Andrew Lee
3. From the 7 District Councils – Councillor Stephen Arnold (Ryedale)

2020/21 Substitutes:-
1. From the City of York Council – Cllr Andrew Waller
2. From North Yorkshire County Council – Councillor Carl Les
3. From the 7 District Councils – Cllr Keane Duncan (Ryedale)


(b) North Yorkshire Pension Fund Committee – District Councils’ Representation:-
2020/21 Representative:- Councillor Jim Clark (Harrogate)
2020/21 Substitute:- Councillor Angie Dale (Richmondshire)


(c) York and North Yorkshire LEP Board – District Councils’ Representation:-
2020/21 Representatives:-

  • A District Council Leader from the Ryedale, Hambleton and Richmondshire areas – Cllr Angie Dale (Richmondshire)
  • A District Council Leader from the Craven, Harrogate and Selby areas – Cllr Richard Cooper (Harrogate)

Substitutes: Not permitted. However, with the Chair’s prior permission, observers may attend in the absence of a Representative. Where the Representative represents several District Councils, the observer should be a District Council Leader rather than a Deputy Leader.


It is understood that, for 2021/22:-

  • Cllr Mark Robson is proposed for representation of the Ryedale, Hambleton and Richmondshire areas.
  • Cllr Mark Crane is proposed for representation of the Craven, Harrogate and Selby areas.

Note: The LEP’s Constitution specifies that the Leaders of the following Councils are Members of the LEP Board:- North Yorkshire, York and Scarborough. There is no requirement for LGNYY to confirm these nominations.

(d) Yorkshire and Humber Strategic Migration Group:-

There are four positions on this Group, each of which may be filled by either an Elected Member or, in the absence of such a nomination, by an officer.
2020/21 Representatives:-

1. Neil Irving (NYCC’s Assistant Director (Policy, Partnerships and Communities))
2. Ann-Marie Douglas (City of York Council’s Temporary Accommodation Manager)

2020/21 Substitute, to attend in the absence of either Neil Irving or Ann-Marie Douglas:-
1. Jonathan Spencer (NYCC’s Corporate Development Officer who is project managing the refugee resettlement)
2. 2nd Substitute: Vacancy.

3.0 Yorkshire and Humber Climate Commission – York and North Yorkshire Vice-Chair
LGNYY, at its last meeting, nominated Cllr Richard Cooper as the York and North Yorkshire Vice-Chair of the Yorkshire and Humber Climate Commission, and Cllr Keith Aspden as Cllr Cooper’s Substitute subject to substitutes being permitted. LGNYY also asked Wallace Sampson OBE to seek a clear view from the Commission concerning whether these were three-yearly appointments or whether York and North Yorkshire could review its representation on an annual basis.

Wallace Sampson OBE has advised that he has now had chance to speak to the Commission about the term of nomination and has been informed that this can be determined by LGNYY and nominations can be either annually or for a three year term. With regard to substitutes, there is the expectation that, as the meetings only take place four times a year, the nominated person will attend and a substitute used only in exceptional circumstances.

4.0  Recommendations
4.1  That Members be nominated, orally at today’s meeting, to serve for the forthcoming year on the four outside bodies listed at paragraph 2.1.

4.2  The view of LGNYY is sought on whether the term of nomination of York and North Yorkshire’s Vice-Chair of the Climate Commission should be annual or for a three year term.
