The Protect Duty under the Terrorism (Protection of Premises) Bill, also known as Martyn's Law, imposes requirements in relation to certain premises and events to increase their preparedness for, and protection from, a terrorist attack by requiring them to take proportionate steps, depending on the size and nature of the activities that take place at the premises. Those that will have imposed requirements under the Protect will need to carry out one or more qualifying activity* and meet certain capacity levels. They will then fall into 1 of 2 categories (these are subject to change as the Draft Bill progresses through the ratification process):
- Standard Tier (200-799 capacity)
- Enhanced Tier (800+ capacity)
This outlines support for those impacted by the Protect Duty, with links to advice, guidance and templates to support your preparedness activities. The Bill is not yet law and its provisions are subject to change during the Parliamentary stages. There are no current legal requirements for business premises to conform to Martyn’s Law. We will also use this page to raise awareness of any local events being held to support your awareness and training with regards to the Protect Duty.
The North Yorkshire Safety Advisory Group (SAG) will also be required to take into account Martyn’s Law when event plans are submitted. For more information on the North Yorkshire Safety Advisory Group visit Planning an event | North Yorkshire Council.
North Yorkshire Local Protect and Prepare Groups
Within North Yorkshire we have set up 3 local multiagency Protect and Prepare Groups covering the following areas:
West (Ripon, Richmond, Skipton)
Central (Harrogate, Selby, Knaresborough, Ansty)
East (Scarborough, Whitby, Thirsk, Malton)
These groups work in partnership with businesses and communities to identify risk and vulnerability in relation to a potential terrorist attack in North Yorkshire and develop short-, medium- and long-term strategies and plans to mitigate that risk, such as
the delivery of support events, training, and exercises.

Training and exercising
Action Counters Terrorism (ACT)- Awareness E-learning
ACT training can be completed online by selecting 'Start New Training Session'. You can also maintain an overview of people completing the training, on your organisations e-learning platform. Select 'I want to register my organisation', complete the request form and you will be sent the details.
SCaN training can be completed online by selecting 'Individual'. You can also maintain an overview of people completing the training, on your organisations e-learning platform. Select 'facilitator', complete the request form and you will be sent the details.
Competent Persons Scheme (CPS)
The Competent Persons Scheme (CPS) aims to upskill and professionalise the Counter Terrorism Protective Security and Preparedness sphere.
The Department for Education have worked in collaboration with the National Counter Terrorism Security Office (NaCTSO) and sector partners to produce a range of free resources that can help all those working in education settings and relevant security leads to understand how to keep learners and staff safe from terrorism and other major incidents.

Terrorism: If you see anything within your communities which causes concern which you believe may indicate the planning or presence of terrorist activity, please report it.
